Rooftop police snipers, bomb-sniffing dogs, 300 elite cops, and a 16-car motorcade featuring armored vehicles were deemed necessary to protect former New York City Mayor Rudolph Giuliani when he visited crime-ridden Mexico City on Jan. 14-15. His consulting company will be paid $4.3 million by leading local businesspeople who are tired of kidnappings, a sky-high murder rate, and corrupt police officers. Giuliani told reporters that crime could be "dramatically" cut in four years if his "zero tolerance" plan is implemented.
