Tackling Crime in Mexico City

Rooftop police snipers, bomb-sniffing dogs, 300 elite cops, and a 16-car motorcade featuring armored vehicles were deemed necessary to protect former New York City Mayor Rudolph Giuliani when he visited crime-ridden Mexico City on Jan. 14-15. His consulting company will be paid $4.3 million by leading local businesspeople who are tired of kidnappings, a sky-high murder rate, and corrupt police officers. Giuliani told reporters that crime could be "dramatically" cut in four years if his "zero tolerance" plan is implemented. But Mexican officials have their doubts: Corrupt cops, if ousted, tend to return to the streets as crooks. EDITED BY Edited by Rose Brady
