NET FUNDING BRAWL

-- Federal plans to give schools and libraries discounted Internet service are hitting new snags in the Senate. Republicans and Democrats from farm states, including Appropriations Committee Chairman Ted Stevens (R-Alaska), fear the low-cost program will eat into another subsidy to hold down local phone rates in remote rural areas. The lawmakers, worried that the Net subsidy could cost more than $2 billion a year, are mulling legislation that would shrink the funding.EDITED BY OWEN ULLMANN
