A POSSIBLE AUTUMN CHILL

The strained U.S.-Russian relationship may be headed for more turbulence. Unless Russia changes its stance by the fall, the Clinton Administration will find Moscow in violation of a 1990 treaty limiting conventional arms in Europe--a step that could prompt Republicans in Congress to try to cut off Russian aid. Moscow's transgressions mostly involve forces in Chechnya and other tense areas. The Administration is likely to move if the Chechnya war continues.EDITED BY STANLEY REED
