CLINTON PLANS AN OSHA OVERHAUL

BOTH THE ADMINISTRATION AND Republicans think the Occupational Safety & Health Administration is too heavy-handed. (Business tends to think that's an understatement.) But while GOP budgeteers want to slash funding, the White House thinks reforms will do the trick. On May 16, President Clinton announced an OSHA overhaul that would cut penalties for employers who fix job-safety violations. It also would reduce the number of inspections at companies with good safety records, and target enforcement toward companies with high injury rates.EDITED BY KEITH H. HAMMONDS
