THE WHITE HOUSE WEARS A HARD HAT

THE CLINTON ADMINISTRATION hadn't done much to win the hearts and votes of organized labor--until Feb. 20, when Vice-President Al Gore told AFL-CIO leaders meeting in Florida that the President would issue an executive order barring companies from federal contracts if they hire permanent replacements during strikes. Gore also said Clinton will veto GOP efforts to repeal federal laws requiring construction and service companies to pay the prevailing wage on government contracts. Commented Teamsters President Ron Carey: "The Administration looked around to see who their friends are, and did something about it."EDITED BY KEITH H. HAMMONDS
