MEXICAN ECONOMY TURNS UP

With the presidential election imminent, officials are trumpeting news of an economic recovery. After three quarters of shrinkage or sluggish growth, gross national product expanded 3.8% in the second quarter, compared with the second quarter of 1993, says the Finance Secretariat. Among the strong sectors were construction, agriculture, and manufacturing. Heavy preelection social and infrastructure spending boosted growth.EDITED BY STANLEY REED
