COURT WIN FOR KOHL

The Supreme Constitutional Court is likely to clear the way for German troops to participate in missions outside NATO's area. The decision could come on July 12, when Bill Clinton visits Berlin. It will give Chancellor Helmut Kohl a green light to accommodate U.S. requests for Germany to take on more world peacekeeping tasks.
