Oct. 17 (Bloomberg) -- The Philippines is keeping a target of being rice self-sufficient by 2013 and is maintaining its rice output forecast of 17.3 million tons this year even after a series of storms damaged about 400,000 tons of milled grain, Agriculture Secretary Proceso Alcala said today in Manila.
