THE MYTH OF A BUDGET SURPLUS

Gary Becker's story was titled ''Don't look for tax cuts from this budget surplus'' (Economic Viewpoint, Sept. 14), but there is no surplus! For decades, we have combined Social Security revenues with general revenues to obscure the size of our deficits. Now, we are perpetuating the delusion. Becker has an excellent opportunity to argue against increased expenditures by using accurate figures. The estimated budget for 1998, excluding Social Security, is a deficit of $41 billion, according to the Concord Coalition. Now is the time to discuss the federal budget in real terms.
