April 1 (Bloomberg) -- U.S. Representative Henry Waxman, a California Democrat, speaks at a news conference about General Motors Co.'s recalls due to an ignition-switch defect linked to the deaths of 13 people and his plan to introduce a bill to boost penalties for automakers that fail to disclose defects in their vehicles.
