Governor Makes `Settlement' Offer for Detroit Play

Jan. 22 (Bloomberg) -- Michigan Governor Rick Snyder, a Republican, speaks at a news conference in Detroit about a plan to help resolve the city's bankruptcy case. Michigan would pay $350 million over 20 years to reduce Detroit's pension liabilities under the proposal made by Snyder.
