Dec. 4 (Bloomberg) -- Christopher Wheeler, an analyst at Mediobanca SpA, discusses the record 1.7 billion euros ($2.3 billion) of fines levied against six banks by the European Union for rigging rates linked to Libor. Deutsche Bank AG was fined 725 million euros, the biggest penalty in the case. Wheeler speaks with Guy Johnson, Francine Lacqua and Manus Cranny on Bloomberg Television's "The Pulse."
