Oct. 31 (Bloomberg) -- Arkansas's Monroe and Phillips counties are hemorrhaging residents. Yet like rural jurisdictions across the U.S., they still operate with the same layers of government as when horse-and-buggy travel helped determine the boundaries of counties.
