Oct. 24 (Bloomberg) -- Detroit mayoral candidates Mike Duggan and Benny Napoleon speak at a Detroit Economic Club forum on Oct. 23 about their plans to revive the city as it emerges from a record $18 billion municipal bankruptcy and state control. While Detroit is 83 percent black Duggan's lead before the Nov. 5 election shows how smashmouth racial politics may be giving way.
