Sept. 30 (Bloomberg) -- U.S. Attorney General Eric Holder speaks about the Justice Department's lawsuit against North Carolina over voting restrictions adopted by the state after the Supreme Court struck down a core provision of the U.S. Voting Rights Act. Holder said the changes will have a disproportionate negative impact on minority voters.
