Jan. 29 (Bloomberg) -- In today's "Global Outlook," Bloomberg's Betty Liu reports that the U.S. Congress has passed an aid package to help victims of superstorm Sandy, Beijing authorities have warned 20 million residents to stay indoor today due to high levels of air pollution and coastal towns in eastern Australia have been swamped with sea foam in flooding from a tropical storm.
