Nov. 20 (Bloomberg) -- Chris Rupkey, chief financial economist at Bank of Tokyo-Mitsubishi UFJ, discusses U.S. housing starts and existing-home sales for September data released today. Starts rose 3.6 percent in October to a 894,000 annual rate, the fastest since July 2008 and exceeding all estimates in a Bloomberg survey, Commerce Department figures showed today in Washington.
