Nov. 16 (Bloomberg) -- Martin Schulz, a senior economist at Fujitsu Research Institute, talks about Japan's government, the outlook for its economy and central bank monetary policy. Prime Minister Yoshihiko Noda’s decision to call an election in December may inhibit the government’s ability to stimulate an economy that’s sliding toward its third recession in four years.
