Aug. 23 (Bloomberg) -- In "Street News," Bloomberg's Alix Steel reports on today's top stories including the CBO warns of an impending recession if the fiscal cliff is not avoided, Hewlett-Packard reported lower pc and printer sales in reporting a record quarterly loss, Quantas Airways posted its first quarterly loss in 17 years, prompting the company to scrap its order of 35 Boeing 787's and Target beat Wal-Mart on pricing last month for the first time since the study began in 2010.
