Oct. 31 (Bloomberg) -- Andy Brough, executive director at Schroder Investment Management Ltd., discusses Barclays Plc's third-quarter profit reported today and a proposal by German Finance Minister Wolfgang Schaeuble to curb speculative trading through a financial transactions tax.
