Aug. 1 (Bloomberg) -- Maya MacGuineas, president of the Committee for a Responsible Federal Budget, talks about the negotiations in Congress to raise the U.S. debt limit. The House plans votes today and the Senate may follow suit to consider the agreement reached during a weekend that capped a months-long struggle between President Barack Obama and Republicans over raising the $14.3 trillion debt ceiling.
