April 5 (Bloomberg) -- Bloomberg Government analyst Christopher Flavelle talks about the Republican plan to overhaul the federal budget and slash the deficit in coming years, and the impact on the government's Medicare and Medicaid programs. House Budget Committee Chairman Paul Ryan released a plan that would cut more than $6 trillion from federal spending over 10 years, phase out traditional Medicare and call for an overhaul of the tax code with a 25 percent cap on tax rates.
