April 4 (Bloomberg) -- Former Federal Reserve Vice Chairman Alice Rivlin talks about a proposal to curb Medicare spending she helped develop with House Budget Committee Chairman Paul Ryan. Ryan tomorrow plans to release a budget plan designed to cut more than $4 trillion from federal spending over the next decade, in part by paring Medicare and Medicaid.
