Remember marketers: Google hates flash
Kevin O'Keefe reminds bloggers to steer clear of flash technology, because Google often oversees text tied up in flash. For lawyers and marketers looking to climb in search-engine page ranks, this could be crucial advice. O'Keefe links to flashy law sites. They're very sharp. Too bad Google doesn't like them.

Working with flash is such a challenge... not only are the pages difficult to SEO, but most designers create a single flash file, and designating page titles (and other SEO-specific approaches to good SE rank) are difficult at best.
For our clients who INSIST on having a nice flash presence, we also replicate the site in HTML, and we do some more elegant "push" content, such as creating and delivering PR using PRWeb.com. In this way we're absle to ensure there is plenty of good, spiderable and fresh content that supports the flash site.
If you visit www.webmasterworld.com you'll find some additional elements toward ensuring Flash sites perform on the search engines... but, like you mentioed above: the best bet is to create nice, clean stable HTML pages, and add flash where it makes sense.
