India's PM Reaches Out To Kashmir


Indian Prime Minister Manmohan Singh made an important peace overture on Nov. 17 in Kashmir, the violence-torn territory claimed by both New Delhi and Islamabad. On his first trip to Kashmir since he became Prime Minister in May, Singh announced a $5.3 billion, multiyear package of development aid and offered unconditional talks with separatist rebels. Singh's two-day trip was preceded by the withdrawal of some 1,000 soldiers from the state, a confidence-building measure to soothe frayed relations with Pakistan.
