The European Union looks increasingly set to adopt a constitution as early as June -- much sooner than expected. Efforts to agree on the document, designed to vastly speed up decision-making in the future enlarged EU, broke down in December in the face of opposition from Spain and Poland. They objected to the way national votes would be weighted in EU councils.
