With Haiti on the brink of civil war, the region's poorest country is posing a dilemma for the Bush Administration. Republicans had opposed the Clinton Administration's intervention in 1994 to restore left-leaning President Jean-Bertrand Aristide to power after a coup had ousted him. The Bush team is even less willing to send soldiers now to the strife-torn country with U.S. troops tied down in Afghanistan and Iraq. But if refugees wash ashore in politically sensitive Florida, pressure would build on the President to act.
