NO APOLOGIES. So, Gephardt now is searching for a way to take the White House to task for its handling of the war, without repudiating his own support for the war resolution and the money to fund it. In a Jan. 13 speech at the Council on Foreign Relations, in New York, Gephardt found fault not with the idea of war itself, but rather with Bush's prosecution of it:
