-- Offer more flexibility to working mothers and more help with child care and other parental needs

-- Entice older workers to retire later or return to work

-- Step up diversity programs to bring in more minorities

-- Recruit and train hard-to-place workers such as welfare moms, people with disabilities, and former prisoners

-- Hike spending on training and education

-- Offer such compensation as stock options, that increase loyalty

GOVERNMENT MAY HAVE TO

-- Allow more immigrants, especially skilled workers

-- Step up national investments in schools

-- Expand the school day and offer national pre-K

-- Subsidize child care, especially for low-income families

-- Shift college aid from the middle class to poor and minority students

-- Alter laws governing pensions to discourage early retirement
