MARKET RELIANCE

Rather than mandating prices, the plan should allow competition that permits insurers to buy in bulk. That should help trim drug costs.

ADD OPTIONS

Offering a limited array of coverage choices will help seniors tailor plans to their needs without overwhelming them with too many options.

RISK-SHARING

Now, taxpayers bear the brunt of spiking health costs. Insurance companies, docs, hospitals, drug companies, and seniors must share costs.
