COMMENTARY

Stocks continued their relentless upward push, sparked by Internet mania and the prospects that a censure deal between the Republicans and the White House is likely to be worked out. The Dow Jones industrial average came within a hair of its Nov. 23 high of 9374, while both the Standard & Poor's 500-stock index and the NASDAQ Composite forged new records. The tech-heavy NASDAQ has vaulted 39% this year, more than twice the Dow increase. Small stocks are another story: The S&P small-cap index, although up 43% from its October low, is still down 5.3% for the year.
