ARMEY'S LOSING BATTLE

-- Despite vows by House Majority Leader Richard K. Armey (R-Tex.) to block Congress from giving an additional $18 billion to the International Monetary Fund, the money is expected to squeak through. House conservatives are cheering on Armey's crusade to limit IMF funding to $3.4 billion. But not all GOP lawmakers feel strongly about the issue. With Corporate America and the Senate firmly in support of the full $18 billion increase, Armey's army is outnumbered.EDITED BY OWEN ULLMANN
