SPENDING THE SURPLUS

How will Congress spend the growing budget surplus? The first chunk of extra change could actually go to the Pentagon. The military may get $2 billion to cover U.S. troop deployment in the Persian Gulf and the continued cost of keeping troops in Bosnia. In the past, unexpected overseas missions came out of procurement. But Congress seems likely to agree to use strong tax receipts to cover the tab for keeping Saddam Hussein in check and Bosnia quiet.EDITED BY OWEN ULLMANN
