LESS CROWDED FIELD?

-- The GOP Presidential field for 2000 may be narrowing sooner than expected. After '96 Vice-Presidential nominee Jack F. Kemp gave a rambling, off-the-cuff speech at the Feb. 26-Mar. 1 Southern Republican Leadership Conference in Biloxi, Miss., party activists speculated that he won't even enter the race. Former Vice-President Dan Quayle also bombed with an unfocused address. Quayle didn't help erase his gaffe-prone image when he mispronounced "Slovenia."EDITED BY OWEN ULLMANN
