TREASURY'S PIGGY BANK

Federal pockets may be deeper than you think. If Republicans again refuse to hike the debt ceiling, Treasury Secretary Robert Rubin plans to tap pension funds, as he did in November. He says he then can service debt into February--no promises after that.
