House Speaker Newt Gingrich (R-Ga.) has issued strict marching orders to his Republican troops: no more use of the word "reconciliation" during the budget debate. It's not that Gingrich is striking a blow against econospeak--reconciliation refers to the catchall budget bill that combines all fiscal policy changes. Rather, he wants his followers to refer to the GOP's bill by its formal name, the Balanced Budget Act of 1995. Party strategists fret that voters connect "reconciliation" with painful spending cuts.
