Talk about strange bedfellows. Republican budget-cutters and Democratic trade hawks in Congress have joined forces to gut the International Trade Commission. ITC Chairman Peter S. Watson is under fire for being reluctant to punish importers who illegally price goods below cost. Congress may cut the ITC's '96 budget 20%, to $38 million.EDITED BY OWEN ULLMANN
