CLINTON MAKES AMENDS

President Clinton feels former freshman Representative Karen Shepherd's pain. The Utah Democrat blames Clinton's unpopularity for her defeat in 1994. So he plans to name her to the Federal Election Commission, a six-year, $115,700-a-year job.
