Commerce's top trade hand, Jeffrey E. Garten, stunned fellow trade negotiators on July 31, when he suggested in Tokyo that the U.S. should be less confrontational in future disputes with Japan. The remarks were seen as a slap at U.S. Trade Representative Mickey Kantor's hardball tactics and were quickly repudiated by Administration higher-ups.
