REPUBLICAN RAINMAKER

The Republican National Committee has tapped a new finance chairman: San Francisco businessman Howard Leach, a GOP fund-raiser with ties to former President Ronald Reagan. Leach's financial empire includes agribusiness, timber, and an investment firm. In 1992, he was President Bush's top Western fund-raiser. The appointment is a blow to the Presidential campaign of California Governor Pete Wilson: Leach raised $9.4 million for Wilson's 1994 reelection.EDITED BY OWEN ULLMANN
