HOW STATES RATE FOR BUSINESS

The West is best for business, says a study by the Corporation for Enterprise Development, thanks to such things as abundant resources. Exception: California, with its mediocre 2.0 grade. The study measures several areas, averaged and ranked here. At the bottom are mainly Southern states, where low incomes are a hindrance.
