NEWT JERKS LOBBYISTS' PERKS

A BUDGET BATTLE? A TRADE policy? Let's skip to what really counts on Capitol Hill. On May 24, House Republicans revoked the passes that had allowed lobbyists favored by the old Democratic leadership to buttonhole lawmakers just outside the House chamber--an area out of bounds to the general public. About 6,000 people now hold the special-access passes, which also allow selected lobbyists after-hours entree to Capitol Hill office buildings. Earlier this month, Newt & Co. finished taking away the same lobbyists' free-parking privileges. The GOP says it's just removing perks not available to the public.EDITED BY KEITH H. HAMMONDS
