Washington Outlook: CAPITAL WRAPUP


The chances of the Democrats recapturing the Senate in 1996 may be getting slimmer: Senators Sam Nunn (D-Ga.) and Howell Heflin (D-Ala.) are mulling retirement. Heflin, recovering from heart surgery, is worried about his health and a surging GOP in the deep South. Nunn, who lost the Armed Services Committee chair when the GOP seized the Senate, is frustrated with being a conservative in a party dominated by liberals, intimates say. The Democrats lost all 11 open-seat elections last year and would be hard-pressed to retain either seat.EDITED BY OWEN ULLMANN
