THE DEMOCRATS' 10-POINT PLAN

WITH THE WHITE HOUSE IN postelection paralysis, it's no surprise that other party players are looking to provide policy guidance. On Dec. 5, the group is scheduled to issue a 10-point blueprint billed as an alternative to the House Republicans' Contract With America. On the DLC agenda: a welfare reform plan and a "cut and invest" budget that would reduce subsidies to industry and use some of the savings to invest in education and worker training.EDITED BY KEITH H.
