THE DEMOCRATS' 10-POINT PLAN

WITH THE WHITE HOUSE IN postelection paralysis, it's no surprise that other party players are looking to provide policy guidance. First up: the centrist Democratic Leadership Council, which provided the policy underpinnings to President Clinton's New Democrat campaign in 1992. On Dec. 5, the group is scheduled to issue a 10-point blueprint billed as an alternative to the House Republicans' Contract With America. On the DLC agenda: a welfare reform plan and a "cut and invest" budget that would reduce subsidies to industry and use some of the savings to invest in education and worker training.EDITED BY KEITH H.
