A MODEST PROPOSAL FOR THE U.S. AND LATIN AMERICA

I enjoyed reading Professor Rudi Dornbusch's "What's missing at the Latin Summit: Free trade and a free Cuba" (Economic Viewpoint, Oct. 17).

The U.S. and the Latin American countries can achieve what they want with a little cooperative arrangement. The U.S. wants Castro out, and Latin America wants open markets and free trade. Let's make a deal: We open the markets (in steps, based en results in Cuba), and the Latin American heads of government sign up to put a full-court press on Castro to move out. A win-win scenario for all, especially for Cuba.
