Washington Outlook: Capital Wrapup

President Clinton hopes to dump one of the last relics of the cold war when Russian President Boris N. Yeltsin visits Washington in late September. Clinton is expected to sign an order finding Russia in compliance with the 1974 Jackson-Vanik Amendment, which had denied the Soviet Union most-favored-nation trade status because of its restrictions on Jewish emigration. Congress must approve the order before Russia can get full benefits.
