UNFETTER THE MARKETS IN CUBA, TOO
As an old Brazil hand, I endorse Rudi Dornbusch's observations in the article "Sure, fight inequality, but set the markets free" (Economic Viewpoint, June 27). Emerging LDCs need a combination of entrepreneurship unfettered by government and social justice that only government can supply. For Cuba, the Grupo Domos deal represents a significant step toward balancing the two forces. Continuation of the Mexican initiative will enable Cuba to leapfrog a senile U.S. foreign policy. The U.S. has much to gain, tangibly as well as intangibly, by following Mexico's lead and abandoning its party line of the '60s. Stubbornness can be a virtue. But in the face of changed circumstances, it becomes stupidity.
