ONE BOOST AND A BOO FOR CLINTON

Your criticism of President Clinton ("The tragedy of the Clinton Presidency," Editorials, June 20) is largely undeserved. From the "awkward salute to sailors" to the "character issues" and the "foreign policy" drift, you don't miss a bet. The editorial admits he has had major accomplishments; but it just dwells on the trivialities and exaggerates them.

President Clinton's effectiveness is waning simply because he has failed to articulate a vision for the country. A flurry of initiatives (health-care reform, Bosnia, trade, Haiti, North Korea, welfare reform, and so on) is no substitute for a compelling conception of where this country should be going.
