Washington Outlook: Capital Wrapup

It's either a profile in courage or political suicide. Retiring budget hawk Timothy J. Penny (D-Minn.) and endangered political species Marjorie Margolies-Mezvinsky (D-Pa.) have a plan to curb the holiest entitlement, Social Security. They want to raise the retirement age to 70 by 2013, limit cost-of-living hikes for all but the poor, and end the practice of counting Social Security's surplus to cut the deficit. Margolies-Mezvinsky, whose last-minute vote switch was key to passing Clinton's '93 economic plan, is badly trailing her GOP foe, and her plan is the political equivalent of a "Hail Mary" pass.EDITED BY OWEN ULLMANN
