The European Union is shutting its doors to job-seeking foreigners. The effect of record numbers of unemployed in Western Europe--some 18 million--led the 12-nation EU in late June to push for stringent new communitywide anti-immigration laws. The legislation, which will bar entry to any non-EU citizen searching for work, goes into effect on Jan. 1, 1996.
